5th Asian-Pacific Group Symposium, on December 9-13, 2019, in Tehran, Iran

Invitation from the Vice President of ICOLD, President of IRCOLD and Chairman of APG 2019

As the President of Iranian Committee on Large Dams (IRCOLD) who is the host organization, I am so delighted to welcome all participants of the 5th Asia-Pacific International Symposium on Water and Dams (APG 2019) on December 10-11, 2019, to Tehran, IRAN. This is an excellent opportunity for IRAN to host this international scientific event and we are happy to have distinguished scientists, engineers and other professionals involved in the dam and water industries here in Tehran. Hope the Symposium and your visit to Tehran would be beyond your expectations and a most pleasant one.

Symposium will start with pre-study tours and then technical sessions and will be followed by workshops and post-study tours. The workshops will provide an international forum for the academics from universities and institutes, principal investigators from industries, and practicing engineers from private and public firms to present and discuss their up-to-date reviews of recent accomplishments and the future trends in the field of dam and water engineering. The symposium not only serves as an excellent arena for sharing and exchanging the latest developments and experiences related to design, performance, rehabilitation and environmental aspects of dams, but also acts as a catalyst to bring delegates from many different parts of the world to stimulate interest, encourage cooperation, results in new friendships and renew existing ones.

Away from the technical program of the symposium, we hope you will enjoy the social occasions and cultural events in Tehran: Opening Ceremony, Welcome Reception, City Tours, Banquet.

I believe that APG 2019 will have an impact on the development of dam and water engineering, and will also provide a forum for discussion, sharing knowledge and experiences, innovative ideas, research results and will foster collaborations amongst the participants.

Welcome to the 88thAnnual Meeting of International Commission on Large Dams

New Delhi, 4-10th April 2020

On behalf of the Indian National Committee on Large Dams (INCOLD), it is an honour for me to cordially invite you and your accompanying person to attend the 88th Annual Meeting of the International Commission on Large Dams and Symposium on Sustainable Development of Dams and River Basins being held in New Delhi from 4-10 April, 2020. I would also like to invite all the Departmental Heads and professionals dealing with Dams in India to this event.

India has built 5264 dams which includes Bhakra, Tehri, Sardar Sarovar and many more mega projects and 437 dams are under construction. The Dam industry in India has contributed significantly towards meeting the growing water and power demand of the country, yet India is facing increasing pressure on water resources due to population growth, urbanization and creeping effect of climate change.

The 88th ICOLD Annual Meeting will provide an excellent platform for researchers, scientists, engineers, policy makers and young professionals working in the field of energy and water resources management around the world. This meeting will definitely act as confluence of brilliant minds and provide an interactive platform to share path breaking ideas on the theme ‘Sustainable Development of Dams and River Basins’ besides Special Workshops including the workshops of the ICOLD Technical Committees.

The Indian National Committee on Large Dam (INCOLD) has prepared an excellent program in an exciting venue for the 88th Annual Meeting of ICOLD. In view of our challenges to further develop this century’s dams and reservoirs worldwide and combating the effects of climate change, I invite you to the 88th Annual meeting to discuss and deliberate on emerging professional issues along with meeting the ICOLD family. Special programs have been planned for the accompanying person. Delegates would enjoy attractive social evening program. Besides visiting excellent technological examples of dams and hydropower projects, the delegates will also have opportunity to discover beautiful and impressive tourist sites in New Delhi and other parts of India as well as rich cultural heritage of the country during different tours being organized for the foreign guests to explore India.

I am looking forward to welcoming and meeting the ICOLD family, old members as well as newcomers in New Delhi.

Laos Dam failure

 Press Release

Dam Failure in Laos

The International Commission on Large Dams (ICOLD) is following the situation very closely as information is just coming out about the collapse of the saddle dam at the Xe Pian Xe Namnoy Hydroelectric Dam, in Laos.

ICOLD newly elected President Michael Rogers made the following statement:

“Our deepest condolences go out to the people of Laos impacted by this tragedy, especially those families who have lost loved ones and/or their homes.

Dams are critical pieces of not only physical, but also socio-economic infrastructure that supply renewable power, storage for agricultural, industrial, municipal and community water supply. Like other large infrastructure in our societies, dams provide critical service, but also pose high risks that must be addressed during the planning, design and construction phases.   The precautionary principle of dams to prevent and/or mitigate adverse downstream safety consequences informs and is at the heart of the ICOLD Mission.

ICOLD has been working for 90 years to promote the safe and sustainable design and construction of dams.  As an organization of 100 nations committed to the safety of all dams around the world, ICOLD stands ready to assist and support the project owner and the national dam safety organization in Laos to assess the situation and work towards recovery.  Moving forward, it will be important to understand the full cause of this apparent failure so that important lessons may be shared with other nations and dam owners. This is the heart of ICOLD mission and the main reason why it was founded.  For example, during its recent Congress in Vienna (July 1-7 2018), ICOLD organized an important open workshop on the lessons learned from the Oroville Spillway Incident (USA, 2017).

Again, our heartfelt condolences go out to the thousands of persons downstream of this dam that have been impacted by this tragedy and ICOLD stands ready to support Laos in any way possible.”
